The Research & Surveys group collects, maintains, and publishes data on Georgia's local governments and authorities.
Pursuant to state and federal law, the department administers the "Georgia Allocation System" for local and state government issuing authorities seeking to issue "private activity tax exempt bonds".
State law (O.C.G.A. 36-82-10) requires municipalities, counties, and local government authorities, boards, or commissions that are empowered to enter into debt to report individual debt issuances exceeding $1 million to the Department of Community Affairs (DCA).
Local governments imposing a Hotel-Motel Tax are required by state law (as a condition of continuing authority to impose the tax) to file a Hotel-Motel Tax Report for each fiscal period during which the tax is imposed.

Local government authorities are separate entities created for a specific public purpose. Local governments create authorities as a means of providing a wide range of services to their citizens and have used them in increasing numbers to deliver services.
In cooperation with the Georgia Crime Information Center, the Georgia Department of Community Affairs compiles and publishes this report for the Georgia Sheriff's Association and the
Georgia law requires local governments to submit an annual Report of Local Government Finances (RLGF) to the Department of Community Affairs (DCA).
In 1997, the Georgia General Assembly passed the Local Government Uniform Chart of Accounts and Reporting Act (HB491). This Act called for the Georgia Department of Community Affairs (DCA) to develop a uniform chart of accounts to be used by local governments in the state.
Each year the Department administers a wage and salary survey to Georgia's local governments. The survey requests the pay range, number of full time employees, and the number of hours worked each week for over 160 different local government jobs.
