Local Update of Census Addresses (LUCA)

The LUCA program is the one opportunity that governmental entities have in which they are able to view the Census address lists and make changes. When the program has completed, this address list is the same list that is used to conduct the 2020 Census Survey.

This is important to your community because without a comprehensive list of all residential addresses in a community, your community will be at risk for a large undercount in population. These population counts are used for a large variety of programs and services, including distribution of federal funding, for the ten years following the Census. The State has purchased an imagery service that Governmental Entities can use to assist in their update.
